I believe this is an early Fostoria Had Painted Opalware salt shaker with a metal Pewter or Pewter like sifter. The item has raised scroll work along the upper neck, and raised leaves along the base. Similar shakers were produced by Fostoria between 1895 - 1905 put of their West Virginia Factory. Visual inspection does not show any cracks, chipping or missing paint. Item is @ 3.5" tall with a 2.5" base.
